asked the Prime Minister whether, in view of the fact that when the Order of the House was made for the allocation of time for the National Insurance Bill, Part I. of the Bill consisted of fifty-nine Clauses, whereas it now consists of seventy-seven Clauses, eighteen of which were passed under the Order without any discussion, whatever, he will take measures to allow more time for the Report stage of the Bill?

The PRIME MINISTER

The addition to the Bill has consisted very largely of concessions which have been agreed to. I am sorry we cannot allow any further time for the Report stage of the Bill, but we propose putting on the Paper to-night an Amendment of the Allocation Resolution, by which Part II. will come first. We do not expect that the discussion of this part will take very long, and there will be considerably more time for discussion of Part I. than was anticipated when the Allocation Resolution was first drawn up.

Is the right hon. Gentleman aware that the Chancellor of the Exchequer has put down a considerable number of Amendments: will we not have full time to discuss these?

I hope so. They are largely drafting Amendments.
