Anew Clause dealing with this subject was put on the Paper last Tuesday, and is now part of the Bill.

Is the hon. Gentleman aware that the new Clause, which was passed without any discussion, does not relieve these institutions, but provides that when an inmate leaves, the institution has to pay the full value—both employer's and employed contributions?
