Mr. FELL

asked the Chancellor of the Exchequer if he will state what will be the position of clerks in banks under the National Insurance Bill who begin with a salary of £60 or £80 per annum, with an annual increase, and who reach the salary limit by the time they are twenty-five or thirty years old, and who will apparently receive practically no benefits for the money paid by them and on their behalf?

A person who has been five years a contributor will be entitled to continue as a voluntary contributor at the employed rate.
