asked whether, in the contemplated legislation for the reform of Parliament and the extension of the franchise, the Government will consider the advisability of making provision for a second ballot when the candidate at a Parliamentary election who is at the head of the poll fails to obtain a majority of the votes of the electors who have voted in the contest?

As I said on Monday, I am unable to anticipate the details of the proposals for a reform of the franchise laws.
