asked whether the right hon. Gentleman is aware that on the 28th September last a small committee of the Ballymena board of guardians, with the workhouse master, visited Maghera-felt workhouse for the purpose of inspecting a boiler plant and heating apparatus, with a view to putting in a similar plant at Ballymena for better efficiency and economy; and, seeing that the Local Government Board has now refused to sanction the expenses of the party in going to and from Magherafelt, and that the guardians in question are unanimously of opinion that this expenditure should have been allowed, will he state whether the Local Government Board is prevented by law from sanctioning the necessary expenses in a case of this kind?

The facts are as stated. The expenses incurred by the committee of the guardians cannot legally be charged on the rates.
