asked what machinery the Insurance Commissioners will have for investigating the solvency of local authorities whose loans from approved societies will, under his new Clause relating to transactions between the Insurance Commissioners and societies, be subject to the approval of the Com-missioners?

Mr. McKINNON WOOD

They will have access to all the ordinary sources of information and will also be able to consult the Local Government Board in cases in which any doubt may arise.

Sir RYLAND ADKINS

In view of the fact that each of these loans has been sanctioned by the Local Government Board, is it necessary that the time of the Commissioners should be taken up in investigating them?

In many cases it will be unnecessary.
