I beg to ask the Secretary for Foreign Affairs if he has any information which he can give to the House with regard to the statement published in this morning's "Times," that Russia intimated to the Persian Government on Saturday last that, unless the Treasury gendarmes were withdrawn from the property of Shua-es-Sultaneh and an apology tendered to the Russian Minister within forty-eight hours, diplomatic relations would be broken off?

I understand that the facts are as stated in the question. His Majesty's Government are not concerned in the particular question that has given rise to the dispute, but they would deeply regret any serious rupture of relations between Russia and Persia. I am not at present in a position to make any further statement.
