asked the Home Secretary whether his attention has been drawn to the increasing number of motor vehicles, often driven at a high rate of speed, now running in public thoroughfares in which the driver is completely enclosed by glass or some other substance, which prevents him from hearing the sounds or warnings of other vehicles and persons using the public streets, whether police or members of the general public; and whether, in view of the danger and disadvantage arising from such inability, he will take steps to forbid the use of such enclosed driving seats?

As regards motor vehicles generally, this is a matter for the consideration of the Local Government Board. My power in this respect extends only to motor cabs and motor omnibuses in the Metropolitan Police District. A regulation of the Commissioner of Police precludes the licensing of any such vehicle which is so constructed as completely to enclose the driver.
