asked what was the estimated excess of births over deaths in Scotland in the year 1910; and what was the number of the emigrants from Scotland in that year?

Mr. URE

The excess of registered births over deaths in Scotland in the year 1910 was 51,755. The number of British subjects who left ports in Scotland for countries out of Europe in the year 1910 was 55,344. The number of residents in Scotland who left to establish a permanent residence elsewhere is not ascertainable from the returns at present available. It may be added that the number of passengers for countries out of Europe from all ports of the United Kingdom in 1910 who were described as Scottish was 79,784, and that 21,400 passengers described as Scottish arrived from countries out of Europe. The excess of Scottish passengers outwards in 1910 was thus 58,384.

Is it not a fact therefore that the population of Scotland was either stationary or falling during the last decade?

What proportion of the emigrants went to countries which are enjoying high customs tariffs?

Mr. URE

I cannot say.

Will the right hon. Gentleman instruct the Registrar General for Scotland in future when making his estimates of the population to take into account these various factors of the population?

Mr. URE

It would be improper to give directions to the Registrar. I have no doubt he will take notice of the hon. Gentleman's question.

May I ask whether the agriculturists in largest numbers came from the north or south?

Mr. URE

I have no information.
