asked the Secretary of State for Foreign Affairs whether, in view of the fact that it is laid down in the Note appended to the Japanese Treaty that non-reference therein to the question of perpetual leases shall not be held to affect the contentions of either Government regarding these, he could state what was the contention of the Japanese Government regarding this question?

Negotiations are at present in progress with the Japanese Government on the question of the perpetual leases, and I am therefore unable for the moment to make any statement.
