asked the Chancellor of the Exchequer, in view of the proposals he is making to assist the sick, the disabled, and the able-bodied unemployed, whether he is aware that there are more than 25,000 adult blind persons in the United Kingdom chiefly dependent upon charity and Poor Law relief, though most of them if trained and helped could be made self-supporting workers; and whether he can include in the Insurance Bill provisions for State or municipal employment to meet their case?

I fear the hon. Member's suggestion could not be suitably carried out as part of a measure of contributory insurance.
