§ Mr. CHURCHILLAs I stated in reply to the questions on the subject last week, 42 the Order has already been made, and, in pursuance of Section 126 of the Factory Act, has been laid before Parliament. I understand that no special facilities are required for a discussion on the Order, as such a discussion is regarded as exempted business under Standing Order 1.
