Mr. EDMUND HARVEYasked the Home Secretary whether, with a view to giving Members an adequate opportunity of learning of the existence of draft orders issued by the Home Office under the Factory and Workshops Acts, before they are signed by him, he will arrange that in the future a copy of such draft orders shall be made available either in the Library or in the Vote Office?
