Mr. MACKINDER

asked the Chancellor of the Exchequer whether he is aware that when owners of land in Scotland desire to consult their deeds for the purpose of completing Form IV., such deeds being in the hands of law agents for bondholders, they are required to pay fees to the law agent of the bondholder in accordance with the Act of Sederunt and the relative table of fees in force in Scotland; and whether he will give instructions that the said owners shall suffer no detriment if they fail to complete Form IV. in consequence?

The reply to the first part of the question is in the affirmative; and, as regards the second part, I do not consider that any action on my part is necessary.
