asked the Chancellor of the Exchequer whether he is aware that in and about the year 1894 many farms were thrown out of cultivation and many farmers driven into bankruptcy; that most of these farms have again been brought into cultivation by careful husbandry and rigorous economy; and that the economic conditions prevailing on such farms preclude the payment of high wages; and whether under these circumstances he will reconsider the question of compelling cultivators of the poorer lands to contribute to national insurance at a higher rate than those whose profits from the richer lands enable them to pay high wages?

I am aware of the revival of agriculture to which the hon. Member refers. It is not clear that exceptional treatment is called for in the cases described.
