Mr. ELLIS DAVIES

asked whether, in view of the fact that at the inquiry held by a committee of the Cardiganshire County Council, at the request of the Board, into the charges made by the Board's official against the conduct of the police, all the charges proceeded with were proved to be baseless; and whether the charges were withdrawn and an apology tendered to the police authority?

Mr. GULLAND

The Board in May, 1910, asked the Cardiganshire local authority to make investigations into certain apparent irregularities in the administration of the Sheep-Scab Order. The Cardiganshire County Council reported to the Board that their committee, after inquiry, had resolved that they were satisfied that the police officers had done their duty in every way and that there was absolutely no ground for the charges made against them. No further communication on the matter has passed between the Board and the local authority.

May I ask whether we are to understand that the Board of Agriculture having made definite charges against the police authorities, which were disproved, have had the courtesy to withdraw the charges and tender an apology?

asked whether the inspector who had to admit before the committee of the Cardiganshire County Council that the statement which he had made in his charge against the police was false is still in the service of the Board?

Mr. GULLAND

The inspector who furnished the information on which representations were made by the Board to the local authority is still in the service of the Board.
