asked the Chancellor of the Exchequer whether, in consideration of the exceptional circumstances in connection with the borough of Wen- lock, which consists of four sanitary divisions, has an area of 22,522 acres, the largest proportion of this being of an agricultural character, and the population of the borough being under 16,000, he will make provision that the sanitary divisions of the borough shall be the districts upon the population of which publicans' and beer-house licences shall be levied, instead of the borough as a whole?

I fear I cannot deal with this case in the manner suggested by my hon. Friend. As explained to the House by my right hon. Friend the Postmaster-General, there are serious difficulties in the way of such a proposal.
