asked the President of the Local Government Board whether he would take steps to prohibit the use of motor horns in London between the hours of 12 midnight and 7 a.m.?

Mr. BURNS

A person driving a motorcar is required by the regulations of the Local Government Board to give, whenever necessary, audible, and sufficient warning of the approach of the motor-car by sounding the bell or other instrument required to be carried by Section 3 of the Locomotives on Highways Act, 1896. I could not undertake to abrogate this regulation, as suggested by the hon. Member.
