May I ask whether in the circumstances officers obtaining the rank of engineer commanders in the ordinary way are not placed at a great disadvantage owing to the fact that engineer lieutenants specially promoted gain an advance in pay as well as in rank unparalleled?

No, Sir, the fact that engineer lieutenants so promoted get more does not detract from the amount the engineer lieutenants ought to get.
