asked the Prime Minister whether, in view of the number of appointments to the Civil Service by nomination, after no examination and without open competition, he will allow a Return to be made every six months, or at any rate annually, giving the names of all civil servants appointed without examination during the previous six or twelve months, and stating in each case the amount of salary, nature of office and duties, and the qualifications which justify such appointments?
