asked whether, in view of the report issued by the inspector of the Eastern Sea Fisheries District, stating that much injury is done by trawlers to inshore fishermen in territorial waters on the Norfolk coast, that the maximum fine is £20, whereas in Scotland it is £100, and that the actual fines imposed are often much below the maximum, the Board will issue a circular calling the attention of the magisterial benches concerned to the need of adequately protecting the inshore fishermen?
