HC Deb 09 May 1911 vol 25 c1028
Mr. GINNELL

asked the Prime Minister whether the matters to be taken into account by the secret ex parte Committee appointed to investigate Ireland's financial relations for the sole benefit of the Cabinet include the preponderance of expenditure of public money in one country as compared with the other, the drain of rent and now of purchase money out of Ireland to absentee landlords, the greater proportion of old and incapable persons in Ireland owing to the forced emigration of the young and able-bodied; and whether all statistics, estimates, and calculations on these and other matters submitted to the Committee will also be submitted to Parliament, which is expected to legislate on the Committee's findings?

The CHIEF SECRETARY for IRELAND (Mr. Birrell)

I am not in a position to answer the hon. Member's question.

Mr. GINNELL

In view of that answer, I shall feel obliged to move the Adjournment of the House; but I do net know, Sir, whether the Standing Order requires it to be done now or at the end of Questions.

Mr. SPEAKER

The Standing Order, or at least the Order passed yesterday, forbids it being done at all.

Mr. GINNELL

I will ask for your ruling after Questions.

Mr. SPEAKER

I will be very glad to give it now. It will save the hon. Member the trouble of waiting. The Order passed yesterday provides that no Motion for the Adjournment of the House under Standing Order 10 can be moved whilst discussion is taking place on the Report stage of the Parliament Bill.
