§ Mr. CHURCHILLExtensive remissions of sentence were granted to prisoners last year on the occasion of His Majesty's Accession; but such general acts of clemency must, in the nature of things, be rare and special events, and I do not think it would be desirable to repeat the grant after an interval of only a year.
