§ Mr. MONTAGUThe experiment to which the hon. Member refers was made by the Government of Bengal in response to a circular suggestion sent by the Government of India to local governments. The Secretary of State has now acquiesced in the action taken, but is in communication with the Government of India as to any further experiment in the same direction.
