Mr. GINNELL

asked the Chief Secretary whether he is aware of the general desire in Ireland that a special fund should be provided by the State to enable talented students of primary schools to obtain secondary education with a possibility of matriculating in a university; and whether he proposes to take any action in that direction this present Session?

Mr. BIRRELL

The matter is one deserving of most careful consideration, but I am not at present in a position to make any statement on the subject.

Mr. MOORE

Will the right hon. Gentleman give facilities for a Bill for this purpose, which is, according to the Paper, to be introduced to-day?

Mr. BIRRELL

I have not seen the Bill. I do not know what it involves.
