§ Mr. LLOYD GEORGEThe term locality in the Sub-section referred to is not limited by the terms of the Bill to any particular class of area. The words "as far as practicable" in line twenty-nine admit of latitude in interpreting the expression, and each case will be dealt with on its merits.
