asked the Secretary of State for Foreign Affairs, whether his attention has been called to the terms of a recent proclamation by the Turkish authorities to the insurgents in Northern Albania, which contains a statement that those who did not yield by a certain date would be exterminated and annihilated; whether the official translated version communicated to the European Powers -omitted the reference to extermination and annihilation; and whether he will cause the attention of the Turkish Government to be directed to the incompleteness of the translation?

His Majesty's Government have received a communication from the Turkish Ambassador containing a summary of the decisions adopted by the Imperial Ottoman Government in regard to the Malissor tribes of Albania. That communication contained no reference to the extermination and annihilation of those insurgents who did not yield by a certain date. But I am informed that the text of the proclamation posted at Podgoritza did conclude with the statement that those who did not submit would be pursued to the frontier, exterminated, and annihilated. An official communiqué issued by the Sublime Porte to the Press uses the words "pursued and repressed." I propose to call the attention of the Turkish Government to this discrepancy.
