I desire to ask the Secretary of State for Foreign Affairs a question of which I have given him private notice. Whether his attention has been called to statements that large numbers of non-belligerents and unarmed Albanians of both sexes (estimated in one account at 16,000) are being confined by the Turkish authorities to the marsh lands near Scutari, with the practical certainty of their death by malaria; whether he is in a position to confirm or deny the truth of these statements, and whether he is able to make any further announcement as to the progress made by the Powers towards the settlement of Albanian affairs?
