asked whether the right hon. Gentleman's attention has been drawn to the practice of certain education authorities of reducing the salary of teachers when for reasons over which the teachers themselves have no control the number of children attending their schools diminishes; and whether the Board is considering the matter, and has made any recommendations upon it?
