asked whether the Board of Admiralty were consulted, and whether they approved before ratification, of the Convention on Restriction 6n Right of Capture in Maritime War, ratified at The Hague on the 27th November, 1909, which convention states that official correspondence found on board an enemy ship is inviolable and must be forwarded with the least possible delay?
