asked whether the First Lord of the Admiralty has any official information showing that the Norddeutscher Lloyd and Hamburg America lines have carried guns and ammunition since 1900 and also trained gunners; that Austria-Hungary has now adopted a like plan; and that Italy has required all large vessels of the principal lines to carry permanently a war armament, consisting of one 4.7-inch gun and six 3-inch 12-pounder guns for each ship; and, if so, whether he has any statement to make on the subject?
