asked if the Chancellor of the Exchequer will state on what grounds he has decided in connection with the insurance scheme to reckon the weekly wage on the basis of a day's earnings instead of on the actual earnings of a week?

In cases of steady employment by one employer there would be little practical difference between the weekly and the daily basis, but in cases of intermittent employment or employment by several employers the daily basis appears to be the more convenient and to give the fairer measure of the rate of wages paid.
