asked the First Lord of the Admiralty why Members of the House of Lords had to pay for their railway tickets to Southampton when going to witness the Naval Review, while Members of the House of Commons received a free pass?

Mr. McKENNA

It was desired that the Members of the House of Commons, who have the responsibility of Voting the Estimates, should be afforded an opportunity to see the Fleet without any restriction.
