Mr. CRUMLEY

asked whether the Estates Commissioners will endeavour to provide James M'Gourty, evicted tenant, with a holding in lieu of the one from which he was evicted on 20th June, 1898, in Belcoo East and Belcoo West, country Fermanagh, on the estate of Captain A. H. Jones, and upon which the evicted tenant had expended a considerable sum in improvements for which he received no compensation?

Mr. BIRRELL

The Estates Commissioners have decided not to take any action with regard to the application of James M'Gourty for reinstatement in a holding on this estate, at one time in his occupation, and now in possession of another tenant.

Mr. CRUMLEY

What is the reason for not giving this man a farm?

Mr. BIRRELL

It is contrary to the rules of the Estates Commissioners to state any of the reasons for coming to a decision, and therefore I cannot say.

Mr. O'SHAUGHNESSY

May I ask whether the right hon. Gentleman will see whether a rule can be made by the Estates Commissioners that they should give their reasons why they come to a decision?

Mr. BIRRELL

No, Sir. I think the rule is a very good one.
