asked what is the freight charged from this country for coal to Gibraltar for the use of the Admiralty?

Mr. McKENNA

The average freight paid for the shipment of coal from Cardiff to Gibraltar since the 1st January, 1911, has been 3s. 6½d. a ton. It should be noted, however, in any comparison of the average rate paid by the Admiralty with mercantile rates, that the Admiralty provides the inboard labour for discharging, whereas in mercantile charters this falls as a charge on the shipowner. There are also minor differences in respect of commissions.
