The condition of the Armenians has unquestionably improved in the last three years, owing to the improved collection of taxes and to the abolition of internal passports. Tranquility is on the whole being maintained, and with the exception of some recent murders by Kurds at Khuyt in the Sanjak of Bitlis there have been but few instances of lawless conduct towards the Armenians.
