§ Mr. FARRELLasked whether any provision will be made in the grants to county councils in Ireland for support of lunatics in view of the inroad made in the finances of the asylum committees last year, by reason of the deduction of one-third of the previous capitation grants, necessitating increased county council estimates this year; and will such grants, if made, be retrospective so as to cover the deductions complained of?
