§ Mr. HOBHOUSEOver 100,000 deeds have been presented for stamping with an Increment Value Duty stamp, and in all these cases the stamp either has already been given or will be given on application. The assessment of the duty in any case in which there is liability is a subsequent matter for the settlement of which the transaction is not delayed.
