asked the Secretary of State for War, whether he would consider the matter of granting pensions to masters and first engineers of the War Department vessels; and whether he was aware of the duties required of these men, often involving great personal risk, that their length of service ranges from twenty to forty years, and that their duties render them liable to calls any and every day and night throughout the year?

This question has been fully considered, and it is regretted that it has not been found practicable to make these classes pensionable.
