asked the President of the Board of Trade if his attention has been directed to the extremely low wages paid in a certain branch of the boot industry of Northamptonshire; and whether, having regard to the Trades Board Act, 1909, Clause 1, section 2, he will, in view of the exceptionally low rates paid in the home industry referred to, make a provisional order applying the Act to this trade?

As I have already informed my hon. Friend I do not think it would be advisable to propose to Parliament the extension of the scope of the Trades Board Act until we have had some further experience of its working in regard to the trades specially scheduled to the Act.
