asked the First Lord of the Admiralty if he is aware that the Prime Minister stated, on the 16th March, 1909, that the Cabinet first heard of the power of German acceleration in shipbuilding and the manufacture of gun-mountings in November, 1908; whether the Admiralty were aware of this power of acceleration in May, 1906; and, if so, whether he will state to the House why the Admiralty did not inform the Cabinet on so important a matter for two and a half years?
