asked the Chief Secretary to the Lord Lieutenant of Ireland, if, in connection with his examination of the question of national teachers' pensions in Ireland, he would also take into consideration the case of those teachers who, although promoted to a higher grade, had not received the corresponding increase of salary, in consequence of a limitation of numbers imposed by the Treasury?

As I have already stated in reply to numerous questions asked by the hon. Member and others, I am prepared to recommend to the Treasury an expansion of the standard numbers to meet the case of the forty-seven teachers who have been promoted without a corresponding increase of salary, provided that no further promotions are made save on the occurrence of vacancies, but the Commissioners have declined this offer.

Mr. HORNER

Is the right hon. Gentleman aware that the treatment of these teachers, having regard to the regulations of the Commissioners, amounts to what is little short of a breach of faith?

Mr. BIRRELL

No. I have said they have a very good case, and the Treasury were prepared to meet them, but the Commissioners have declined to do so.
