Mr. FELL

asked the Prime Minister if his attention has been called to the late sittings of the House of Commons on the Committee stage of this year's Finance Bill; and if, in arranging the business for next year, he can promise that the Budget shall be brought in during the month of April and passed before any adjournment of the House takes place in August, as was the invariable practice of the last twenty years prior to 1909?

I hope it will be found possible next year for the Budget to be brought in and discussed under normal conditions.
