Mr. WALTER GUINNESS

asked the Secretary of State for Foreign Affairs whether he is aware that a panorama is being erected on the battlefield of Waterloo, on a site leased from the Belgium Government and adjoining the Lion Mound; whether the 5½ acres on which this mound was erected was bought by the Allies and afterwards transferred to the Belgian nation; and, if so, whether he will give the conditions on which such transfer took place, and can state in what agreement they were embodied?
