asked the Chancellor of the Exchequer whether the proposal outlined by him will in any way interfere with the liberty of a small society consisting of 300 or 400 members or less transferring its engagements to a society that has more than 10,000 members between the date of the passing of the National Insurance Bill and 1st May, 1912, or such other date on which the insurance scheme will come into operation?
