Mr. DUNCAN MILLAR

asked the Secretary of State for the Colonies whether he will obtain from the Governors of British Columbia and of Alberta, for the information of the House, a Report as to the working of the municipal tax on unimproved land values imposed in these provinces (with particular reference to Vancouver, Edmonton, and other cities in which this tax is imposed), and of other land taxes levied upon the unimproved value of land, showing the effects of such taxation on the building trade, on the rent and price of land, and generally on the development of the land in these provinces and on land speculation; and whether he will also lay before the House all official papers and Acts of Parliament, charters, etc., under which such taxation is at present imposed?

Mr. HARCOURT

I placed in the Library a little time ago a Report on taxation and rating of land values in British Columbia, with the Acts, forms, etc., and I have since received further information which shall also be placed in the Library. I will ask the Governor-General if he will kindly obtain a report on Alberta.

Mr. WEDGWOOD

May I ask the right hon. Gentleman whether we could have a White Paper or Blue Book on the subject similar to one which was published four years ago?

Mr. HARCOURT

I think the hon. Gentleman had better look at the report I have placed in the Library. I think it would be a pity to put the Department to the expense of printing a White Paper.
