asked whether the marks assigned in respect of the personal qualifications of candidates for duties of supervision, in the Civil Service examination for inspector of engine fitters in the royal dockyards, are given after or before the examination, and by whom they are given?

The marks referred to are given before the examination by the head of the department in which the candidate is serving in the dockyard.

Am I to understand that no marks whatever are ever given after examination?
