Mr. MORRELL

asked the Secretary of; State for the Home Department what steps he proposes to take to carry into effect the recommendations contained in the Report of the Committee on Steaming in Cotton-weaving Sheds?

Mr. CHURCHILL

With the consent of all the parties interested, I have introduced a short Bill to empower me to carry into effect the recommendations of the Committee, and I hope that it will be possible to pass it into law this Session, so that the employers may have ample time to make the necessary arrangements before next summer.

Mr. MORRELL

Do I understand the right hon. Gentleman to say that this is practically an agreed Bill—agreed between the representatives of the employers and the men? In that case can he not give us an undertaking that the Government will see it passed?

Mr. CHURCHILL

All parties have agreed, and I do not think there is any question in connection with the Bill which need excite controversy, but, of course, you cannot say that the Bill is to be treated as an agreed Bill unless it is practically unopposed.
