asked if the Local Government Board had any initiative in limiting the speed of motor cars in large towns, or whether it is necessary for the Department to wait until action is taken by the municipality?

Mr. BURNS

The Local Government Board are empowered by Section 8 of the Motor Car Act, 1903, to make regulations for prohibiting or restricting the driving of motor cars, but this power is only exercisable in respect of a highway, or part of a highway, which does not exceed sixteen feet in width, or on which ordinary motor car traffic would, in the Board's opinion, be especially dangerous. In view, however, of Section 9 of the Act, the Board would not, save in exceptional circum-stances, exercise this power in the absence of a proposal made by or through a local authority.
