asked the Lord Advocate whether he is aware that the Statute prohibiting the use of studs on the driving wheels of traction engines during frosty weather causes inconvenience to owners of engines and agriculturists; and whether he will consider the advisability of introducing legislation allowing local authorities to frame by-laws in this respect?

Power already exists under Sections 9 and 10 of the Locomotives on Highways Act, 1896, to vary by administrative Order the provisions of Section 3 of the Locomotives Amendment (Scotland) Act, 1878, prescribing the construction of the driving wheels, of traction engines; and the Secretary for Scotland will be glad to consider any representations that may reach him on the subject.
